Especially, underdeveloped countries show greater interest to use public enterprise as one of the prime movers of national development. Public Enterprise (PE) though traditionally employed for a variety of purposes in the capitalist world takes on special importance in an era in which economic growth is a prominent emotional goal in both developed and developing countries.

    1. Inadequate infrastructure
    2. Shortage of
      1. Investment capital
      2. Managerial and technical skill
    3. Lack of means of stimulating
      1. Productive investment and
      2. Increased productivity.
